Police concerned that HMO may lead to further spread of misinformation

Police have expressed worry that another house in multiple occupation (HMO) in Hartlepool might contribute to spreading false information, following the unrest experienced last summer. Plans were submitted to Hartlepool Borough Council to convert 27 Tankerville Street from two self-contained flats into a six-bedroom HMO.
The application, submitted by Liam Lewis of BNL Property Ltd, seeks retrospective approval, noting that the conversion was completed earlier this year.
Cleveland Police stated they do not support the proposal and highlighted their "serious concerns regarding the concentration of HMOs in this neighborhood," which had been affected during 2024 disturbances linked to misinformation.
In a supporting planning statement, the applicant emphasized that the HMO is intended to provide "high-quality accommodation for professionals and students" and expressed regret for seeking retrospective permission, noting a lack of initial awareness that planning approval was required.
Police commented: "During the 2024 summer unrest, this area was targeted due to distorted public perceptions and the rapid spread of misinformation on social media. Recovery efforts have involved police, local authorities, and partner agencies working on revitalization projects."
"Adding another HMO hereeven one designated for studentscould undermine these efforts, potentially generate further misinformation, and increase risks to residents becoming victims of crime," the statement continued.
The planning statement further mentioned that the property is professionally managed by a local HMO developer with a strong track record of compliance.
The council planning department is expected to make a decision on the application later this month.
