Ukrainian and American officials gather in Florida to discuss plans to stop Russia's war

Ukrainian negotiators convened with American representatives in Florida to examine Washingtons proposed plan for ending the conflict with Russia, as Kyiv faces mounting pressure on both military and political fronts. The meeting included US Senator Marco Rubio, special envoy Steve Witkoff, and Jared Kushner, former President Donald Trumps son-in-law, who met with the Ukrainian delegation ahead of scheduled US-Russia discussions in Moscow later this week.
Rustem Umerov, Ukraines National Security and Defense Council secretary, shared a photo of the gathering on X, noting the talks focused on steps toward achieving a just peace. A source close to the Ukrainian team told AFP that the discussions were challenging and emphasized the continued search for practical solutions that could form the basis for further US-Russia negotiations.
The diplomats reviewed proposed revisions to a 28-point plan initially developed in US-Russia discussions. Critics argue the original plan favored Russian demands. Rubio opened the session by reassuring Ukraine about US support. He highlighted that the ultimate goal is not only ending the conflict but ensuring Ukraines sovereignty, independence, and future prosperity.
Umerov expressed gratitude for US support, signaling appreciation to Trump, who had previously suggested Ukraine was insufficiently thankful for American aid. Rubio described the meeting as productive, but cautioned that additional work is needed to shape a peace agreement that secures long-term benefits for Ukraine.
He explained that the process involves many moving parts, including further engagement with Russia. Witkoff, who transitioned from New York real estate to a Trump administration role, is expected to travel to Moscow next week to continue discussions. Ukrainian officials, including first deputy foreign minister Sergiy Kyslytsya, emphasized the complexity of predicting outcomes in such a volatile situation.
The original 28-point framework, crafted last month by Russian envoy Kirill Dmitriev and Witkoff, proposed Ukrainian withdrawal from eastern Donbas cities, limiting Ukraines military, and restricting NATO membership. Following criticism from Kyiv and European allies, revisions were made to ensure the existing frontline serves as the starting point for territorial negotiations, with Ukraine retaining the right to decide on EU and NATO membership.
President Volodymyr Zelenskyy indicated confidence that recent US talks in Geneva would yield actionable results. The Florida delegation included Andrii Hnatov, Andrii Sybiha, and Rustem Umerov, following the resignation of Zelenskyys chief of staff Andriy Yermak amid an anti-corruption investigation.
Ukraine faces heightened pressure from Washington as Russia gains ground and power outages continue to affect Ukrainian cities. Zelenskyy described the current period as one of the countrys most difficult moments but reaffirmed his commitment to defending Ukraines independence.
Valerii Zaluzhnyi, Ukraines ambassador to the UK, warned that a rushed peace could jeopardize sovereignty, stressing the need for strong security guarantees. Meanwhile, French President Emmanuel Macron is scheduled to meet Zelenskyy in Paris, with France urging Putin to accept a ceasefire or face intensified sanctions and increased European support for Ukraine.
The talks in Florida centered on refining a draft framework to end the war more than three years after Russia launched its full-scale invasion in 2022. While initial proposals were scaled back due to criticism, the final terms of the latest plan remain undisclosed.
