Hong Kong to hold election as city grieves tragic fire

Residents of Hong Kong are heading to the polls in a legislative election seen as a gauge of public mood after a devastating fire that claimed nearly 160 lives. The government has launched an extensive campaign to encourage voting for the Legislative Council (LegCo), where all candidates have been vetted for loyalty to China.
The election coincides with the citys mourning of the Tai Po fire last month, the worst high-rise blaze Hong Kong has experienced in over seven decades. Authorities have provided aid to survivors, detained suspects, and moved to enhance building safety as questions about the incident linger.
A total of 161 candidates are contesting 90 seats in LegCo, Hong Kong's legislative body with powers to pass and amend laws. This is the second election since 2021, following Beijings overhaul of Hong Kongs electoral system to ensure only "patriots" can run. While Beijing argues the changes are necessary for stability, critics contend they undermine democratic representation.
Voter participation in the last poll hit a record low of 30%, reflecting widespread apathy. This year, the government has promoted the election with citywide posters, shopping incentives, and rewards for voters, including vouchers for shops, restaurants, beauty services, medical check-ups, and insurance. Public swimming pools, museums, carnivals, and a televised variety show have been organized to encourage turnout. Cartoon mascots and a theme song adapted from a Cantopop hit have also been introduced.
Chief Secretary Eric Chan described the measures as creating a "festive mood" and highlighting the importance of voting. Meanwhile, attention remains on the November 26 Tai Po fire at Wang Fuk Court, where the death toll currently stands at 159. Investigations revealed that flammable scaffolding mesh contributed to the rapid spread of the blaze, prompting authorities to order the removal of similar materials citywide.
An independent committee has been formed to probe the fire, and 13 people have been arrested on suspicion of manslaughter. Police have also detained individuals advocating for an independent inquiry, including a former district councillor, citing alleged sedition. Political campaigning was paused immediately after the fire, though government-run forums resumed shortly after.
Chief Executive John Lee emphasized the importance of proceeding with the election, stating that new legislators are needed to support reconstruction and reforms. Analysts suggest that high turnout may be interpreted by the government as public approval of the revised political system, though participation could be suppressed due to grief and anger over the fire.
While pro-establishment supporters may be swayed by swift aid and rehousing efforts, others remain disillusioned by exposed governance issues. The national security office recently encouraged voting as a demonstration of support for reconstruction and rebuilding efforts, framing the election as a step toward a shared future.
This years LegCo election will feature many new candidates, as roughly a quarter of incumbents step down, some reportedly influenced by Beijing to retire due to age considerations. Notable retirees include Regina Ip, the former security chief known as the "Iron Lady."
