A recently released national security strategy by the White House warns that Europe faces significant challenges due to immigration, predicting that the continent could become "unrecognizable" within the next 20 years. The 33-page document, titled National Security Strategy and dated November 2025, emphasizes the declining strength of European powers, arguing that the influx of migrants has weakened the region both militarily and culturally. This policy statement aligns with President Donald Trump's "America First" doctrine, which advocates for reducing the United States' global commitments and focusing more on securing the Western Hemisphere.
The document includes a foreword by President Trump, who describes the strategy as a roadmap to ensure America remains the greatest and most successful nation in human history. A significant portion of the document addresses immigration, claiming that the unchecked movement of migrants into Europe has led to cultural shifts, economic strain, and increased violence. White House spokesperson Anna Kelly defended the document, stating that concerns over migration are not limited to the U.S., but are also shared by European citizens. Kelly argued that European leaders' policies have fostered societal instability and threatened national security.
The national security paper draws on language associated with the debunked "Great Replacement" theory, which falsely claims that the replacement of white populations by nonwhite immigrants is an orchestrated plot. Mark Sedgwick, an expert on Arab and Islamic Studies at Aarhus University, criticized the document's predictions, dismissing the claim that Europe would undergo irreversible transformation within two decades as "complete nonsense." According to Sedgwick, demographic change occurs gradually, and the documents alarmist rhetoric is grounded in unfounded panic.
Under the section titled Promoting European Greatness, the document addresses the long-term decline in Europes share of the global economy, attributing this trend to the influence of transnational regulations and the evolving demographic makeup of the continent. The paper suggests that the more pressing concern is what it refers to as civilizational erasure, where European nations are losing their political sovereignty and cultural identity.
The challenges facing Europe include the influence of the European Union and other international bodies that undermine national sovereignty, migration policies leading to division, the erosion of free speech, plummeting birthrates, and a crisis of national identity, the strategy reads. It further argues that the U.S. should remain concerned about whether European countries can be relied upon as allies, given these internal struggles.
Within the document, mass migration is identified as a key issue that needs to be addressed for the preservation of national security. The strategy contends that migration has strained resources, fueled crime, and distorted labor markets. Experts from King's College London, such as Rod Dacombe, note that such rhetoric fits within populist, right-wing ideologies that have gained traction in recent years.
The White House document's stance on migration and the shifting demographic landscape in Europe comes amid a history of controversial comments from President Trump and his supporters. In previous speeches, Trump has made inflammatory remarks regarding migration, which his critics have likened to rhetoric used by white nationalists. This latest document further reflects a growing trend of anti-immigrant sentiment in U.S. politics.
In its critique of European foreign policy, the document also accuses NATO allies of pursuing unrealistic objectives in the Ukraine war, despite widespread public sentiment in Europe calling for peace. It suggests that European governments are undermining democratic processes by pushing for prolonged involvement in the conflict against Russia. This section of the document appears to align with Russia's position, which has repeatedly claimed that European powers are exacerbating the war.
The strategy, unlike previous U.S. foreign policy under past administrations, advocates for reducing involvement in European affairs. Instead of prioritizing countering Russian aggression, the strategy calls for establishing strategic stability with Russia by negotiating a ceasefire in Ukraine. Additionally, the document outlines plans for shifting U.S. focus toward the Western Hemisphere, reminiscent of American policy during the 1800s.
Rather than continuing a globalist agenda, the document accuses prior administrations of placing destructive bets on free trade that have undermined American industry and military superiority. The strategy stresses that the U.S. should prioritize its dominance in the Western Hemisphere, focusing on limiting outside interference, particularly from China. This aligns with growing concerns over China's influence in the Americas, especially during Trump's second term.
In practical terms, the strategy outlines measures to increase U.S. Coast Guard and Navy presence in the region to combat illegal immigration, drug trafficking, and human trafficking. The document also proposes deploying military resources to strengthen U.S. borders and target criminal organizations, with lethal force where necessary. Recently, U.S. forces have carried out operations to intercept drug-smuggling boats, particularly those transporting fentanyl, which is primarily destined for the U.S. market.
The document concludes by referring to what it calls the Trump Corollary to the Monroe Doctrine, a historic U.S. policy that opposed foreign interference in the Western Hemisphere. This new policy emphasizes the U.S. commitment to protecting its borders and countering the influence of adversarial nations in the region, particularly in Latin America.
