GOP strategist Karl Rove emphasized that Republicans must present a concrete health care strategy before the midterm elections, warning that failure to do so could seriously alienate voters. In a Saturday appearance on Fox Newss Journal Editorial Report, Rove stated that alongside a robust economic message, the party needs a clearly defined health care plan to communicate to constituents.
For Republicans to optimize their performance in 2026, they should recall the advice from 1992 strategist James Carville: Its the economy, stupid, Rove said, stressing the importance of a proactive, forward-looking agenda.
Rove encouraged GOP candidates to focus on progrowth policies that directly enhance American families financial well-being. And dont overlook health care, he added. Without a health care agenda, the party faces serious trouble.
The issue of health care gained prominence during the record-length government shutdown, where Democrats insisted on extending health care subsidies before approving government reopening. With enhanced Affordable Care Act (ACA) subsidies set to expire by year-end, millions of Americans are expected to face higher insurance premiums. This has sparked tensions within the Republican Party, as many constituents will feel the direct impact of the subsidy expiration.
Rove noted that divisions are appearing among Republicans due to anxiety over the midterm elections. According to him, the public has yet to see tangible benefits from President Trumps major tax and spending legislation passed earlier this year. If the presidents legislation had the immediate positive effect expected, his economic approval would be higher than the current 30s, and his overall approval would exceed the low 40s, Rove commented. Thus, Republicans are concerned and need a forward-looking agenda for the 2026 midterms, which they currently lack.
