ELIZABETH CITY, N.C. Downtown Elizabeth City is currently experiencing a series of redevelopment initiatives aimed at enhancing the areas infrastructure and public spaces.

Water Street Revitalization

Phase 1: The initial sections, First and Second, have already been completed.

Phase 4: This phase is finished, except for the installation of brick pavers.

Brick Pavers: Installation for all remaining sections is scheduled to finish by the week of November 17.

The project timeline has been adjusted, now running from June 30 to February 24, with the following phases:

  • Phase 2: East side of Water Street, from Fearing Street to Main Street, including a short segment of Main Street up to the condo entrance. Scheduled from December 29 to January 22.
  • Phase 3: West side of Water Street, from Fearing Street to East Main Street. Scheduled from January 12 to February 24.

Waterfront Enhancements (Harbor Towns)

  • Phase 3 Waterfront Park: Construction on the platform and pilings above the water is set to start the week of November 17, with completion expected by early March 2026.
  • Phase 4 Mariners Wharf Park: Boater facilities and amenities will be developed from December 8 through the end of January. Work includes pilings and expansion of two larger boat docking areas.

These efforts are part of a broader initiative to modernize downtown Elizabeth City and improve the waterfront experience for both residents and visitors.
